Mash with a pota\u00adto mas\u00adher or pota\u00adto press. Add the pota\u00adto starch and knead until you have a soft, non-sti\u00adcky dough. Add more starch if neces\u00adsa\u00adry.<br>While the pota\u00adtoes are steam\u00ading, prepa\u00adre the filling.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To do this, place a non-stick cera\u00admic pan over medi\u00adum heat. Add the oni\u00adons and cook until sof\u00adten\u00aded, 3 to 5 minu\u00adtes. Add pep\u00adpers, toma\u00adtoes, black beans (if using), cumin, papri\u00adka, gar\u00adlic pow\u00adder and chip\u00adot\u00adle pow\u00adder. Cook ano\u00adther 5 to 8 minu\u00adtes until the pep\u00adpers and beans are ten\u00adder. Stir in the cori\u00adan\u00adder and lime juice. Remo\u00adve from heat and set asi\u00adde.<br>Pre\u00adheat the oven to 200\u00b0C and line a lar\u00adge bak\u00ading tray with bak\u00ading&nbsp;paper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To make the empa\u00adna\u00addas, sprink\u00adle a work sur\u00adface gene\u00adrous\u00adly with pota\u00adto starch and roll out the dough to about 0.6 cm thick. Cut out cir\u00adcles with a dia\u00adme\u00adter of about 5 cm. Place each cir\u00adcle indi\u00advi\u00addu\u00adal\u00adly on the pre\u00adpared bak\u00ading sheet and place 1 to 2 tab\u00adles\u00adpoons of the fil\u00adling on top of the dough. Now careful\u00adly fold one side of the dough over the fil\u00adling and seal the empa\u00adna\u00adda by gent\u00adly pres\u00adsing the edges tog\u00ade\u00adther with a fork. Pinch the dough if it has any cracks. Repeat the pro\u00adcess with the remai\u00adning dough and fil\u00adling.<br>Bake the empa\u00adna\u00addas for 25 to 30 minu\u00adtes, until brow\u00adned on top.
